AMD and Intel have exchanged/cross-licensed their IP for decades. They have been working together for as long as they were competitors. So this move is actually not that bit of a deal in that regard.

You don't need a consortium of companies thinking of ways to screw over ARM. You need to just improve on what you are doing to the point where ARM does not make sense. If you can't do that because x86 isn't good enough to do that with, you need to move the industry in a more performant direction or all you are doing is screwing over the consumer in favor of maintaining yourself.
