I don't think they left West behind. You said it yourself "in their haste they dropped a paddle, life jacket, and raft, on the roof". It's wests own fault he gave up so easily and never thought they would leave him the means to escape. They didn't drop that by accident. They left that for West in case he made it. But he never even took a minute to think about it or look.

They should have taken him up on his offer to turn himself in, serve a year and given him cancer treatment in prison. Would have been nice to have definitive answers and who cares about punishing an 83 year old man with cancer who apparently managed to live a straight life for 40 years.

They made it...FBI and investigators were embarrassed about letting three inmates escape from a supposedly inescapable prison, so they came up with the theories that they drowned and didn't make it...But there's too much evidence that Points to the three making it safely to the other side...Still the greatest escape in history!!!

The three guys who left stuff on the roof almost certainly did it on purpose. They left a spare raft, a life jacket, and a paddle. Exactly enough for West to try to make it across on his own. They probably left it there for him to find if he managed to get out of his cell.
