As a track coach, this would be one of the few things that would get a kid shredded. The officials probably had a talk about this too. Unsportsmanlike conduct will get you DQed fast. I know he thinks he's fast, but there's always someone faster, stronger, or working harder. Grind and stay humble. There is no place for this in T&F

A DQ for poor sportsmanship would not have been a bad idea. It would make him think twice before taunting the opposition in future meets.

Anybody I ever ran with there would been a fight at the end. Not just me but my teammates would be at the finish line as well. He might not have made it to the finish line if my teammates had seen him do that first.
