NO, this is not a good way to keep a beta fish. I have a beta fish, Luna. I recommend getting a 10 gallon tank ( that was my first tank, now luna lives in a 40 gallon with lots of others) and with a heater, a filter and plants.

In pet stores yes. They have limited supplies and only temporarily keep them in small bowls or tanks till someone buys them. Then the owner transfers them to a better tank. For betta fish bigger is always better but the minimum size is 5 gallon maximum 20 gallon. I won't give any care tips due to how long this comment would be. Betta fish can easyly alive in 200gm or 150 gm water for a week so the shop keep them in small thank or boul but in long time betta will not alive in that small plase
