Should I sell or refinance my apartment building?

If you want to access the capital that is tied up in your multifamily investment property then you have two choices:
1) sell the property or
2) refinance
There are pros and cons to both. When you sell you get all of the equity out - but then you have to deal with capital gain taxes. You also cut off your monthly cash flow.
When you refinance you can only access some of the capital - but at least your cash flow continues.
So which option should you choose?
