Thanks man. #2 worked for me. Even when my cable was new and was able to charge the device quickly. There are some cables which does not support data transfer.

#2, with a clarification: Depending on where they came from, the cables you own might ALL be charge-only cables, or at least not transfer enough data to work properly - it's not that they're worn out or broken, they just never had the capacity to make a decent data transfer, like a pipe that's too narrow. Try a Dedicated Data Transfer Cable, or second best, the thickest cord you have.

Plugged into my laptop, my cheap Samsung phone (Luna J3) would do nothing but charge, no matter what sort of usb setting I had on the phone, and my W10 laptop (Asus ZenBook) wouldn't recognize my phone, in fact it wouldn't even acknowledge there was anything plugged into the usb port although the port worked just fine for anything else I plugged in. Over time I tried basically every usb cable I own, at least 15 of the stupid things, no go, I was convinced that wasn't the problem at all. Today I got lazy about going to my office to get my usual cord and found an old dedicated data transfer cable gathering dust in a drawer. (to identify, these are at least twice the thickness of typical cheesy usb to micro usb cables; stiff and annoying to use for charging, they're more typically found connecting high traffic peripherals like a monitor or a printer or external hard drive to a PC). INSTANT SUCCESS!!

I have been messing around with this nonsense for nearly FIVE YEARS, trying to get the two devices to speak with each other offline without internet privacy issues or data suck or grindingly slow transfer rates or cloud overloads; upgrades and downloads and installs and reinstalls and tech gibberish and nasty strange programs I don't trust that have done all sorts of nefarious things to my phone, and even a factory reset. By now I think I know more about my phone and pc OS than Asus and Samsung. #$%^&*!!! Hard to swallow, it was just a freakin' cord all this time.

May I add, thank you SO much to the creator of this youtube for whatever voice program you used here. You sound slightly like Stephen Hawking, 🤓 but hallelujah, whoever you are, wherever you're from, I can actually understand what you're saying perfectly.

Solved! Thank you Brainers Technology! Leaving this here for future Samsung Galaxy S9 users:

1. Plug the phone into one SS USB port on the docking station.
2. Plug the external hard drive into on SS USB port on the docking station.
3. Manually scan folders in Card
- DCIM/Camera
- Download
- Movies
- Pictures
4. Manually scan folders in Phone
- DCIM/Camera
- Download
- Movies
- Pictures
