Book I read in Skyrim on whisps says they are part of the whisp mother and that she uses them to lure in victims . Sorta light a angler fish with its light.

I currently playing an "Ancient" Nord whos backstory is that 5000ish years ago, in the begining of the first era my Nord Ørÿnne (who is decended from dragon cultists) was tasked with hunting a monster thats been freezing hunters solid up in the mountains south west of Falkreath hold. He discovers it to be a wisp Matriarch (i like to think of wisp as akin to nature spirits like spriggan and thus would have their own hierarchy).

Battle ensues and during their climactic clash Ørÿnne being of a highborn dragon priest clan (Otar) is able to use the thu'um and thus cause an anvalanche to trap them deep under the snow. To survive Ørrÿne made a pact with the Wisp and so the wisp Matriarch posessed him and they froze solid and remained frozen until Alduin returned and revived the dragons causeing a rise in the atmospheric temperature, melting the snow that had entombed them for many millenia. Thus the Winter Revant thaws and walks Skyrim once more. With his soul bonded to the Wisp Matriach and gifted with an innate affinity for cryomancy.

They’re some kind of ghost or spirit. On the top of my head I can think of one that is found near an old well with a ruined gate, one near a shrine of Arkay, one in the middle of a frozen wasteland in winterhold, and at least 2 near Dwemer ruins

Note of advice don’t go up from Helgen and follow the wisp you will die if you follow them either on the “shortcut” to the Graybeards or right after being freed
