Just an idea. Why not place an acrylic shield around the Ph vessel? A sort of face shield shaped such that it returns the water from the source while protecting the ship.

Why don't US ships escort our resupply missions instead of just talk? I'm sure there's a way to interpret the MDT to justify that. As well as building a proper outpost where the Sierra Madre is now.
