Another tip to use a plastic ruler which has a side thinning down. You place the ruler onto the paper in a way that the thinning part goes upwards. This way there is a small gap between the ruler and the paper on that end and the tip of your pen runs right in that gap. You don't need to clean anything, or lift up your ruler from the paper. You can move it around and there will be no smudge. Afaik that is a deliberate design exactly to avoid this problem. :)

OH THANK YOU THANK YOU THANK YOU! I’ve been having to ink stuff for class and like I always smudge the lines when I ink with the ruler and I couldn’t figure out how not to. I never looked it up till now because I thought it was one of those art questions that would be too obscure and specific for a vid to actually exist on them!

Use an architect's triangle specially made for ink. aka an inking triangle. They have raised edges to prevent seepage.

Another tip would be to flip the ruler if the other side is rounded :)

Oh Leslie, that's a life saving tip for me, you know, only because of using them again and again, not wiping off the ink from rulers, my all rulers are stained with ink,
I do wipe them sometimes, but from now on, when I buy i new ruler, I will try to use tissue and also lift carefully, so that it won't smudge 😊
Have a wonderful day, ☘️

Also holding the pen perpendicular to the paper will help with not having any ink on the ruler with no smudging!
