Cal is the perfect example of a jedi acting unjedi like in the most jedi way, he fights most battles without anger but employs tactics that jedi would typically avoid due to the fact that the resistance is basically reduced to hiding at this stage in the story. Cal is one of few jedi left and it shows in the way he is written.

This isn’t out of character for a jedi, he killed with 0 anger, he was just setting her free like he said

This isn't Grey jedi. He literally tells the inquisitor "it's time to set you free" aka to free them from their anger and hate. If anything this shows just hiw far he has gone in his jedi training. From wanting to kill in anger on the bridge to this, freeing a poor soul of their rage and resentment, and to move them on into the force.

Cal Kestis is really becoming one of my favorite characters.
As far as power in the force he's somewhere between Kanan and Kenobi. He's not a master of any one lightsaber form but he is skilled in several including: Soresu, Jar'Kai, Ataru, Shii-Cho, and Makashi. He's also proficient with a blaster and he has a wider variety of abilities tha we've seen in anyone except Luke Skywalker. Combine Ezra Bridger and Quinlin Vos and you still dont have all of Cal's abilities. Of course since he's a main character he feels the pull of the Dark Side. And, even besides his Jedi abilities/skills he has alot of practical skills. At this point hus lightsaber should be yellow or even orange, he fits the Sentinel role better than anyone else.

Going for the head is like textbook Jedi, that’s the preferred method. Going for the head to avoid suffering with a “clean” kill. Especially with the buildup to it, even more Jedi.
