The Holy Roman Empire had no real capital. Vienna only was the seat of the last line of Emperors, the Habsburgs. Most Emperors in its history weren't Habsburgs though. If you would had to call a capital than in the middle ages it would be Aachen and later Frankfurt, as in these cities the German Kings were crowned and later also Emperors.
