Absolutely! It's been a popular issue lately! It actually bothers me because I played guard, and I was extremely talented mostly because of my ball handling abilities! Now I see the continuous carrying without being called, and it drives me crazy!

In order to be a carry, rules state the hand must be more than halfway under the ball, gathered with two hands, or any upward movement of the hand to stop the balls inertia back to the floor. Based on what I've seen...he broke the balls inertia and it's a carry. Although his hand was not more than half way under the ball.

How do we define a carry? I genuinely am not sure but from my experience watching and playing ball, I’ve noticed that people usually deem it a carry when their hand (1) goes completely under the ball (2) the adjustment speed was slow meaning the ball was held in the air longer than it should’ve been. From what I see here, in full motion, I honestly wouldn’t deem it a carry but in slow motion it really convinces you it’s a carry. I’m open to hear someone explain (in depth) their perspective/experience that might contradict my own.

Not a carry, he was floating with the ball then drove to the basket. When you’re a small guard u have to rule bend (sort of) edit he stopped the balls natural spin on your hand so it wouldn’t touch the ground right away so he could cover more ground

Correct me if I'm wrong but the NBA rule says a player may not put any part of their hand underneath the ball. This includes fingers. His fingers are clearly under the ball, even if his palm never goes below 90°, so this should be a carry.
