Try "low" Global Illumination with Full Ray Tracing Very High. It seems remove most of non ray traced GI. Also, Reflections and Shadows looks like remain the same from "low" to "cinematic" when full ray tracing very high is enabled.

I try 4k cinematic full RTX with 13700kf and 4090 but I had many fps drop …it was unplayable …

This is fake, in this game, you cant turn of RT, you can activated or not full RT (Path tracing), but RT always is on
