According to Dr. Pyare Lal Garg, the target was set to increase NDA's seats in the Lok Sabha elections and wherever BJP was not able to win, BJP's vote percentage was increased.

This delay in announcing data was because Supreme Court had reserved its judgement, it was not certain whether Supreme Court will ask for 100% VVPAT-EVM verification or retain 5% VVPAT-EVM verification. Accordingly, EC was not able to make the EVM settings, until the SC final judgement.
