Doing a short shipment is a normal occurrence in the freight world, It happens all the time and shippers/suppliers often resort to substitutions (brand, qty, sizes, color, etc) to fill the order. IT IS NOT AN SEC VIOLATION. The former employee is just green with ENVY. Geez!!!
