Got to chime in here. There actually is a need for licensing an admin in certain cases. You need a Teams license to create org wide teams because this can not be done in teams admin center but only from the desktop client which forces the need for the admin to be able to log in to that service. Also helping with tram site admin tasks and design in SharePoint at least used to require a license
