Pretty sure it was behavior more than anything else. Jinx wasn't actually acting like Jinx in that scene. Compare Jinx's established elusive, sneaky ambusher M.O with this scene. Preparing her attack in the shadows and then leading with violence and terror before actually revealing herself in some way has been her whole thing throughout the series.

It is extremely unlike Jinx to just reveal herself to an enemy and do absolutely nothing to them. That's why the enforcer probably thought she was dealing with just another enthusiastic Jinxer instead of the real deal.

Jinx just stepping into the spotlight and not doing a thing went against what the enforcer had been taught to expect in a possible Jinx encounter so much that she was completely convinced Jinx wasn't actually Jinx.

Another lil detail about the wanted posters. They use color in the handdrawn posters. Her eyes in the poster are pre-shimmer, so a different color thank when she ran into that enforcer.

I don't think the pants is the issue because Vi had the exact same pants. I believe the pants are common maybe its because of Jinx being so small. The enforcer may have had a different idea of what the "super criminal" jinx looked like. A Rookie cop by the way she was playing pretend before seeing Jinx.

Now listen to the real reason: many people who are inspired by jinx dyed their hair blue and pretended to be her. Hundreds would get arrested and no one would know if it’s really her. The enforcers probably heard the “I am jinx” story hundreds of times, that’s why she didn’t believe her.
