There's another alternative way to do this.
This one isn't a bad method, but it takes luck to complete it.
The alternative method is to back an ambulance up to the pier where you do Cortez Mission.
Except not his pier, the one on the far right.
Once you back it up, get out and push it to the water, jump on the ambulance, and then jump on the pier, voila, there are a number of boats to select from to get both to Starfish Island and the third island.

Tipp for the second gate:

go onto the lawn of the right house there is a scripted boat crashing on shore next to the bridge. jump onto it, and thats it.

or you could simply type SEAWAYS and hover over the water and enter Diaz's Mansion

You could have just used the dodo cheat. I have used it tons of times before in the past just to get over the barriers and it worked

Hey dude the easier way is to get a car go to marine type seaways and drive straight over and you will find boatyard just drive up and you enter the city

you can also use the flying car cheat or use the cars on water cheat, then go to that place with the boats, then you get out and you can roam everything else, then go fast and a car if with flying car cheat to get to the little island with the mansions
