You can get to the mainland without any cheats. For this you'll need a PCJ 600. Get through the closed gate in the corner by doing a wheelie at a normal speed and a glitch will teleport you to starfish island. From there if you manage to get another PCJ 600 follow the same step(doing wheelie) in the closed gate on the left. The glitch works again and you are now in the mainland. But if you can't find a bike don't worry. Get a car and drive to the closed gate on the right to the mainland. Jump the hood and enter the house. From here walk through the bushes and aim yourself towards the small entrance between Starfish island and Mainland. You have to aim correct or the game will bounce back you to the land or else even worse in the water and you die. And voila you are now in the mainland without any cheats.

You can just use the mini bridge at the golf course to drop down onto an oncoming boat and ise that to go anywhere. Or just play the game for longer than two hours.
