Actually in 76 it's the Tattered Field Jacket (costing around 2.5M Caps, that price was given by players) because the red asylum dress was dupped. But it's not armor, it's just an outfit, so the most valuable armor in F76 is the Secret Service Armor, it is worth gold

In Fallout 1, probably its the T51 Upgraded Power Amor, and in Fallout 2 its probably the Mark 2 power combat armor (the one you get in the oil rig)
