the amount of times I've had somebody try to tell me that they would kick my ass while I'm standing before them in fully upgraded power armor is astonishing

Just like the raiders, "Come out and I'll make it nice and quick." while I'm standing there in a fully modded suit of X-02 Power Armor with a tricked out Plasma Rifle, and the raider is armed with a tire iron. You would think at some point Bethesda would have made it so poorly armed enemies like that just take one look at you and say, "I ain't messing with that, I'm outta here!!"

This ghoul literally has more confidence than a deathclaw. I don't think he was bluffing, either. He genuinely believed he could take down a machine of war unarmed and in his robe.

Yeah, I'm new to fallout (just started playing fallout 4) and one of the issues I see with power armour (which would probably be fixed if they hadn't handed it to us so soon) is that it should really add to persuasion, at least when threatening. I did the last flight of the Constitution quest and when those 4 raiders threatened me, in X-01 power armour, I tried not to kill them but they were stupidly set on trying to fight me. They lost, in about 5 seconds.
