Only someone who knows nothing about the professional military can suggest that you can take one country's forces (that operate in their native language, within its own structure, to a set of its own SOPs) and integrate it with another country in a matter of months. This is the reason why NATO has to re-train UKR military over 8 years (with mixed results). The best RU can do with the DPRK military is use it as a border control to prevent another Kursk.
