I ran into the same thing on a single handle Delta kitchen faucet. I tried tilting the handle back as far as it would go (shut off supply vales first) and putting some penetrating oil into the set screw hole. That didn't seem to work but then I remembered I had a can of PB Blaster in the garage. I then squirted some PB into the set screw hole and underneath the handle until I was sure I had it nice and saturated underneath. Gave it a few minutes and then lightly tapped with a small hammer, first on the side of the handle but then upwards from underneath the handle. To my relief the handle began to lift up from the ball valve stem. Sure enough there was lots of lime buildup inside the handle especially where the stem inserts into the handle. I then soaked the bottom of the handle with some CLR remover and after a few minutes it was clean to bare metal. This allows me to proceed with replacing the rubber seats, O rings, and sprayer diverter, hopefully to keep the faucet working for more years. I will take the suggestion and coat all the metal mating surfaces with some grease before reattaching the handle.

Mine would not budge. Tried penetrating oil hot water nothing. Used a turkey baster squirted through the grub screw hole. Next morning just about fell off.

basically you have no chance. Its permanently fused.

EDIT: Ok the WD40 worked, it took a while, I sprayed the crap out of it, left it for maybe an hour? Not sure, I came back the handle finally came off.
I've greased it now so no more issues for the next time I do this again in 5 to 10 years.
