The bright new king of westeros wanted to make an impact on the realm during his time on the iron throne, and came up with many crazy schemes, from building a new wall in the north, to as sister city of kings landing across the blackwater. It was the job of Tywin Lannister the hand of the king to dampen the kings costly ambition given that all of there mad plans by Aerys would have backrupted the whole of the realm for generation.

The irony about Aerys being called paranoid is that everyone around him WAS scheming against him. Tywin wanted to cement his own legacy and get the Lannisters into the royal family. Varys was secretly plotting with Illyrio Mopatis to create friction and pave the way for Faegon. Prycelle was a Lannister loyalist, and even Rhaegar was plotting to supplant Aerys.

This was a side of Aerys that's often forgotten, he was a dreamer, and when he finally woke up at Duskendale, he couldn't handle the reality of being awake. Flimsy talk aside, it's a good thing that his big ideas never began, a lot of them would've been more toruble than they'd be worth, another wall was more of a vanity project than anything, taking control of the stepstones would be naught but an invitation to war, and a giantic warfleet would be more of a drain than a strength for the kingdom (he could literally just have called on the Ironborn and saved a ton of money while kept most of his own coastlines safe from raids), but the water tunnel wasn't a horrible idea, it just wasn't really feasible because of how much it would inevitably cost.

In a way I relate to Aerys in that I'll get invested in a project, specifically writing stories, but I quickly grow bored of one and move on to the next idea without finishing the first 😂

Perhaps Aerys knew of Aegon’s vision as well and wanted to build a second wall as an extra layer of defense against the White Walkers. Then fill the entire land in between the walls with smaller defenses that would slow their advance and chip away at their numbers before the army of the dead even reached the old Wall.

Yea you are right he does share similar mind set to Aegon IV. Aegon IV with his Dorne invasion and wild fire made up dragons. While Stepstones idea sounds nice I think it would cost too many life's to secure it. Daemon & Corlys conquered it easy with a dragon and great fleet, House Targaryen has no dragons at this time so more ground soldiers would be need it if an invasion happen from pirates. The wall idea would literally bankrupt the realm and I don't think the free folk would allow a new wall to be build so easy let alone be ruled by a southern king.

While Aerys' ambitions were grand and some could argue that some of these could have been to the great benefit of Westeros
1. While controlling the Stepstones would give the Seven Kingdoms control over the busiest sea lane in the known world the fact of the matter is that the Free Cities would likely not tolerate a Westerosi hegemony in the Narrow Sea and the closest that House Targaryen ever came was during the reign of Viserys I when Prince Daemon aided House Velaryon in subduing a large band of Tyroshi pirates however Daemon quickly relinquished control of the islands to his brother and there is no evidence the Crown took serious measures to consolidate his gains and with the death of the dragons it's unlikely that House Targaryen would ever have the power to challenge the Triarchy again or any other alliance of the Free Cities for control of the region
2. Building more outposts north of the Wall is not only financially ruinous but the Night's Watch lacked the men to even properly garrison their current holdings
3. While King's Landing is no doubt a rotten cesspool Aerys' desire to build a new city could stem from a distate for rule while it can be argued that this fancy can no doubt be attributed to the King's madness it is interesting to note that Cersei Lannister later entertains the notion in A Feast for Crows
4. The fact that Tywin paid off the debt to the Iron Bank with gold from Casterly Rock can no doubt be credited to the Hand's desire to cement his family legacy in a bid to place his blood upon the Iron Throne
5. While a system of cisterns for the purpose of irrigating the Dornish Marches would no doubt lead to significant development in the newest province of the Iron Throne the astronomic cost seems to have ended that dream abruptly and we have no sources on the opinions of the Dornish in the matter
