The smooth muscles have muscarinic receptors that cause contraction (but its not innervated) as they do in bronchial smooth muscles. The endothelial muscarinic receptor causes vasodilation and it is the one that is innervated

Could decay or dysfunction of the autonomic or sympathetic nervous system be a cause for PVCs/PACs, by inhibiting blood flow of the vasculature or by neural inhibition, specifically as it pertains to the innervation of the vasculature?
