Sanctions are when the government limits stuff, and the more stuff it limits the more sanctimonious it is, until it becomes an embargo - when the government limits all stuff.

With sanctions and embargoes getting used interchangeably, sometimes correctly, sometimes incorrectly, it reminds me of another pair of words that are often used interchangeably, Hispanic and Latino. There was a video made a few years ago by WonderWhy about the similarities and differences between them, it was fascinating
