Google Docs: How to Track Changes

When collaborating in Google Docs, you may want to review changes before making them permanent. You can do this with Suggestion mode, which is similar to the Track Changes feature in Microsoft Word.

A person doing some editing on my document is having trouble with suggestions. Before there was no problem. But now, if he is in the middle of suggestion for a deletion or adding a word/sentence but pauses for a second or two, the suggestion tool automatically posts the incomplete suggestion to the side, then when he continues typing the (same) suggestion it comes up as a separate suggestion. Is there a setting where we can control this?
