Skar King used a crystal to control Shimo

The blue crystal on the end of the Skar king’s whip is what he uses to control Shimo. Whenever he uses this crystal, the crystal lights up and inflicts excruciating pain to Shimo, forcing her to obey. In some scenes, you can see Shimo refuse to listen to Skar king, before being inflicted with even more pain. She will even bash her head against the ground to not feel the pain from Skar king but in the end she always has to obey.

Now what is this crystal you may ask? We have no definitive answer to what this crystal is, but there is one theory that I find most plausible.

The crystal is theorized to belong to Shimo herself. During the war between Godzilla and the Skar king, Godzilla banished the apes down in the hollow earth with Shimo, hoping she would kill them. But that backfired because Skar king gained a hold on Shimo. It’s possible that when he fought Shimo that he was able to knock a crystal off of her and realized she would obey when he held it.

Another thing that’s evident in this series is that telepathy exists. Since the crystal lights up when Skar king uses it and so does Shimo, it’s possible that Shimo uses telepathy to communicate. This also means when Skar king uses the crystal, he portrays his thoughts and commands through pain.

So basically Skar king controls Shimo with a telepathic crystal he got from Shimo herself, forcing her into servitude against her will.

Shimo shrugged off Godzilla's attacks. Shino didn't want to fight. Also Shimo defeated Ghidorah long ago. At one point during the fight Kong was by himself in the fight because Godzilla had to pull himself together after Shimo knocked him out of the fight momentarily. People seem to forget that part.
