nowadays, the operating systems have updated python to 3.12 and beyond, but A1111 will only work with 3.10.6. also the webui-user.sh file is being completely ignored. so --skip-install doesn't work, etc.

I've repeatedly gotten errors while downloading torch and torchvision. At fist i thought it was because of my python version, but it seems like we both have the same version. Any suggestions?
