Targs arrived in Westeros like 200 years before the Doom and built Dragonstone to establish regulated trade between Westeros and Valyria.

They never lived there though, the Targs themselves visited Dragonstone sometimes as a sort of summer house and to oversee and manage the port that was run by their slaves/employees/servants. 12 years before the Doom is when they moved their entire wealth and house there permanently on account of Daenys the Dreamer's premonitions.
