That sounds like the stuff warehouse workers use to wrap pallets of merchandise. You could find a local business owner that needs boxes to wrap, they’ll need it

Sounds like pallet wrapping, basically the same thing as kitchen Saran Wrap but I don’t know if it’s food grade. I work in a warehouse and just ran out of it while wrapping up pallets to ship. I could use it

The thing about saran wrap is that it is not easily divisible into smaller units to resell. Part of the value of saran wrap is that it is thought of as being somewhat sanitary - you are going to potentially cover food with it, and that has the expectation that the plastic has not been previously exposed to anything. By re-rolling the saran wrap onto a new roll, i would think it's going to be obvious that it's not from the factory. Thereby limiting the possible uses to merely wrapping stuff for moving.
