At first the video said Starshield satellites will be owned and operated by the U.S. military. Then later in the video it says the government will only be paying for a service, and it will be up to SpaceX to decide what that service entails. So, which is it?

Actually SpaceX doesn't support Ukraine's military. Elan specifically mentioned the fact that he does not support their military and it's only for civilian use. 🙄🤦

The only surveillance that could possibly be done through starlink satellites would be to monitor internet traffic through the only internet connection not already monitored by the NSA. Starlink satellites are too small to carry a telescope large enough to see military vehicles on the ground. Until the starshield add-ons, you could send data or emails from your roof to a satellite, then satellite to satellite and to another starlink dish on the ground without the possibility of the NSA reading your email or knowing who is driving that drone boat.

I am all for supporting Ukraine but I understand why he does not want starlink used for offense as it makes his satellites a target. If Russia starts shooting them down it would be a massive problem for low earth orbit.

SX is not a free reign enterprise. It has to have approved launch license, approval for satellites in numbers and orbits…. So a degree of influence is in government hands.
You say you would like to place another 5000 satellites in orbit? Well that will be taken under review SX. The government will get back to you in that….
