Most places just don't put up with the hassle of putting their teams underground.

Luxembourg has free public transportation and with that a really effective bus system. So no 'metro' but you can get a free bus just about anywhere. They wanted to reduce the number of cars coming into the capital city and it worked pretty well

As someone who was in Slovenia and Croatia, they indeed don't have a metro. But you can still get around with the tram which is basically the same
Slovakia, the baltics and the rest of the balkan countries should also have tram

As an Albania i can tell you that there is no public transport just busses in the main cities no trains no metro no bus nothing busses do exist but its a bit weird
