The paper bag is about plausible deniability. It allows authorities to ignore public drinking if they want to.

Not to mention to get all States to agree to the age increase to 21, the Department of Transportation held the States' federal grants money for road work hostage

“Hilarious….. let’s do that” honestly I feel like this has been the vibe for the last 10 years in the USA. 🇺🇸

It's interesting that you can wear lounge wear to the grocery store, but if you wear a full ballgown people will look at you funny. You can wear what you want, but not too formal.

I love the paper bag because there's 0% chance it's non-alcoholic

It’s a myth about the brown paper bag protecting you from having an open container of alcohol. The bags are a custome, not law.

True story: my dad once packed my lunch with a cream soda that came in a dark brown bottle. The soda was damp and I didn't have napkins so I used the bag. PROMPTLY had two different teachers come over to inspect me because it looked like I was chugging a brown bottle in a paper bag...my dad thought it was pretty funny.

If you take a Political Science 101 class in college, you would know originally it was up to the states to decide what the drinking age was. But during Raegan’s presidency with the MADD (Mothers Against Drunk Driving) organization, he basically created an incentive for states to raise it to 21. The incentive being losing some highway funding OR raising the drinking age. There’s your answer.

Edit: I tried summarizing the best I could but here is a Vox video which explains better

Since I'm so early into the comments, and not that I agree that the drinking age is 21 and not 18, it is worth pointing out that when the drinking age was moved up, the number of drunk driving deaths plummeted. It's not a good law, IMO, but it did work really well for what it was intended to do.

My dads motto is “When your eighteen you can go and get yourself killed for this country, but you can’t buy a beer. Stupid.”

I live in a big tourist city, I always have to explain the alcohol laws to Europeans when they buy a beer at the counter. They look at me like I’m losing my mind when I explain that they’re allowed to drink while sitting at our off-sidewalk tables, but they cannot stand up and drink literally two feet away from the table, because that’s considered public sidewalk and an open-container violation.

Being 18-20 in the US is weird, because if you drink, you could get in trouble, but if you don't drink, you're "childish", "boring", or "weird". You can't win. 😂 Hell, this applies even if you're a minor.
