Hollow Knight Maskbearer is a fan project of the infinitely popular mettroidvania Hollow Knight. It is not a mod. It is supposed to be a full on game but they first need the approval of Team Cherry.

Fan projects are so important to keep Hollow Knight fans sane before Silksong comes out.
