Magnetar spins much slower than a pulsar because of the magnetic field, and a magnetar is just a young pulsar not more massive. Over time they will turn into a wonderful pulsar/neutron star 💫

Magnetars are made from stars the same mass as ones that make neutron stars. 8-29 solar mass. 1.4-3 solar mass stars make white dwarves. However, that is the range of mass for all types of neutron stars themselves.
