I still think this is the security's fault. Japan's relative safety and gun laws made them complacent. The first shot missed and they were like deer in headlights waiting for the second shot. If this was the US president there would literally be 100 people surrounding him (Secret Service is not just the guys in suits walking alongside the president, there are many many plain clothes agents blending in the crowd). The moment the first boom was heard there should have been agents sprinting to Shinzo Abe to shield him, complete and utter failure by the security.
