This is not remote desktop. You have to be on the same network for this to work. Remote desktop allows you to remotely connect ANY desktop.

Another reason Remote Desktop doesn't work is the network type. By default if you connect to a new network, Windows 11 sets it to Public, rather than Private. Go to "Network & internet" -> WiFi -> <name_of_WiFi> properties and change if necessary
