The neon ult thing isnt really what is seems. If you shoot bullets on a metal surface with a low penetration weapon, you will be able to see that overtime, because you're shooting in the same place, the affected point is going to be overlapped again and again thus creating the light (the part where walls are shot, have a little glow that becomes brighter as it is overlapped)

Try it with a frenzy on breeze haven mid walls, it works well

The neon ult doesnt turn omn lights, valorant has a glitch where if enough shots hit the same small area, on something made out of metal, or mayb glass dunno. It will shine very bright, its simply bc neons ult shoots veyr fast at a small point, this can also be performed with a judge if u stand very close to a metal wall and spam :)
