Complete nonsense. First of all w10 and 11 installation can be easily done with the help of wizard and not messing with rufus, Secondly you have confused files we change utilman to cmd and not vice versa. correct it because you are misleading people.

After that my PC can't find cmd command.(RUN cmd does't work) Is it possible to reverse all action?
