If I were Ozai I would've been terrified of Aang – even before he went into the Avatar State. While Aang's declaration of destruction to Ozai featuring the voices of past Avatars was absolutely bone-chilling, it actually seems pretty unlikely Ozai was able to hear him. Have you ever heard flying rocks, water, and fire in the middle of a tornado? Pretty loud, even for the Phoenix King.

A realistic interpretation of what a swirling ball of air would sound like

Given that speech is vibrating air molecules, Aang could have made it so that his voice was able to cut through the air bubble and echo across the landscape.
To I do love the idea of Ozai being like "dude, you're muted."

Tbf Ang’s voice would’ve been like a booming thunder that anybody in the vicinity could hear as he was in the avatar state with all avatars speaking through him (plus magic amplification)
