I am using version 22h2 and when I disable this service it takes over a minute to load the system launcher which contains the keyboard and desktop shortcuts for Windows.
however, once it finishes loading, it works fine except for the settings interface.
I understand that this service can affect the configuration interface, but why does it have to affect the system launcher?

This is not a fix, you cannot just keep doing this multiple times a day.
What is the root cause and how can you prevent this from happening?
