I done this and it worked, but every few minutes it kept reverting back and using all my download speed. I found it was actually a game updating on the Xbox app on my PC. Worth checking that if your having the same issue

It was downloading like 16 mb/s. (My normal download is like 2 mb/s) and my whole wifi in the house was bad. Option 3 worked for me but I clicked on "suspend" which helped me. Thanks

in case the settings are being reverted back after restart then after disabling "startup type" go to "recovery" tab and select "take no Action" in all the fields i.e first failure, second failure, subsequent failure

If nothing works from above you can try clicking that arrow in front of Service host local system in task manager. And manually close/stop random services
