How To Make Agege Bread

Here's the list of Ingredients:
• 700g Plain flour
• 70g sugar
• 2 tbsp yeast
• 1 1/2 cup warm water
• 80g butter
• Pinch of salt
• 1 tsp Vitamin C/ ascorbic acid/ E300

For the second dough:
• 500g Plain flour
• 50g sugar
• 1 tbsp yeast
• 1 cup warm water
• 60g butter
• Pinch of salt
• 1/2 tsp Vitamin C/ ascorbic acid/ E300

Please I want to ask about oven setting when baking bread.. do you turn on the top and bottom grill?
Because my bread always look brown on the outside while it’s not fully cooked inside
