Update for all; The young man's charges were dismissed by the judge, whereas Gary's charges were sustained (deservedly, although it's only a $180 fine, but a TON of public humiliation).

The old man is a ticking time bomb. He was willing to lie in court to punish this kid, but as soon as he gets told he’s getting a ticket suddenly it’s “ah gee wiz can’t we just apologize?”. When that doesn’t work he says he won’t call the cops next time. He ignorantly thinks he’s correct and will probably take his law into his hands next time.
