Baggy-pants that are too long can be folded like sleeves that are too long. Air-pump effect when walking for shoe-height, ankle-height, shin-height but not just above knee grip.

would prefer a double cuff instead to hide the lining but this is a good way if you have chinos or same color lining

Getting them hemmed is another option. Thought for the longest time I thought I was 30-32" range, until I realize my actual inseam should be 29" long and I'm 70"ish inches tall. My inseam is proportionally short for my height. Which is why 30" inseam always work best when I'm wearing shoes that give me an inch of height or more. Not many manufacturers make men's pants any less than 30". So getting them hemmed is the way to go, not a fan of the cuffed look. It still says that your pants are too long and I don't necessarily want to show what socks I'm wearing neither do I care what shoes I'm wearing either.
