Ans 2: Gig economy refers to those workers who work in a temporary environment without any permanency at the job, with or without another permanent job. Eg-courier delivery boys, swiggy/ zomata delivery agents, etc.

In the present scenario, this market can be expanded and regularised for urban labours who were rendered jobless because of the pandemic and couldn't return to their rural areas.

For its regulation, government has to-
1. Ensure establishment of a separate body which will keep a record of all the labours in the market engaged in various jobs.
2. This body should also establish labour codes for the gig workers to protect them from exploitation.
3. Various schemes like Pradhan Mantri Street Vendors Aatmanirbhar Nidhi(PM-SVANI) have been implemented by the government to support street vendors during these difficult times.
4. On the same lines, Swiggy introduced the Swiggy Street Vendors scheme to help the street stalls of food, which qualified food standards, reach people at doorstep.
5. The labour engaged in different activities must be approached differently based on their job requirements, instead of using the present "one size approach".

Therefore, a large number of urban workers can be supported through the regulation and implementation of measures in a gig economy.

Governors should not exceed constitutional duties to serve as agents to centre but play an impartial role. Explaining with examples
a) the role of an governor when a state gov cabinet with CM and it's COM's wants to create session meeting against central laws (eg. Kerala govt Against Now FARM LAWS) under art 174 governor has the powers to profess promulgate resolution
b) under art 163 if the CM with its COM's does not prove majority or in no confidence motion SOLE DISCRETIONARY POWER TO GOVERNOR to pass resolution
C) sc verdict in 2016 himachal pradesh state govt issue and SARKARIYA COMMISSION report also says governor can convene any state cabinet or assembly against centre by taking advice of cm and coms if they prove their majority vice versa governor has no need to take advice has total discretionary powers under him
d) this nature was criticised as it's against our FEDERALISM NATURE of our constitution turning to monarch or authorisation rule MOHANDAS KARAMCHAND GANDHI said governor should play impartial role not just agents BR AMBEDKAR said governor is an representative of the govt he has an important role to BRIDGE THE GAP not steak them

Gig economy can be beneficial in the Urban areas if labor market is regulated and integrated with govt policies.substantiate with eg
a)during the crises like in after covid 19 construction sector many unorganised sector people lost their jobs when they went for rural areas they got livelihood only through MGNREGA SCHEME and remaining in urban areas were only looking for gig economy jobs
b) so there comes the importance of gig economy like all kinds of delivery jobs cab jobs this needs to be properly EVALUATED AND REGULATED which is completely lacking there is no data of how many people working their health benefits etc
c) this gig economy provide employment on 2 bases like permanent bases or temporary base work projects made through freelancer etc which cost less comparatively.
d) examples like PM street vendors integration scheme, PM swiggy street food vendors scheme, integrating many gig economies with govt ensures better regulations with improving health to SUSTAINABLE DEVELOPMENT not just one end growth also lead to HDI

Gig economy are the sector which provide temporary work as well as flexibility in domain of work.
For example : Delivery boy of swiggy, zomato, flipkart and Amazon and driver if ola, uber etc all these are platform workers engaged in Gigs economic means their job nature is not permanent as well as flexible.
During the covid-19 pandemic unemployment manifold especially in Uran area as their is no NREGA act to ensure urban wages like rural wage employment.Gig economy play a significant role in urban area in ensuring livelihood by providing employment opportunities.
Yes, it can be beneficial iflabour market get regulated, integrated with government policies and pvt enterprenuship.
For example: PM street vendor athmanirbhar nidhi programme if integrated with swiggy street food programme = street vendor get loan easily and start their business meeting food standard quality of FSSAI and deliver to customers by swiggy platform .
Street vendor generate income provide employment- cook, staff, packaging- delivery boy etc - demnd of customer meet- swiggy earn - govt generate revenue through tax collection.

It also provide employment opportunities for women by engaging them in cooking, packaging activity etc.
Integration of various services, polices, schemes, pvt players in holistic manner is need for hour to ensure livelihood as well as to boost economy.

sir, Please evaluate --
Governor is the nominal head of the state . In our quasi federal constitution, Governors are appointed by the centre so termed as the agents of the centre. This office has a very fine role to play in upholding the sprit of federalism and acting as bridge between union and state. But more often than not Governor itself end up becoming a threat to federalism especially as observed in case of opposition ruled states.

A very recent example to amplify this charade is when Kerala governor rebuffed the govt request to hold special session despite no authority to do so. This unconstitutional action in not unprecedented . similar thing happened 6 months back in Rajasthan. These clearly indicate the clever manoeuvering of governor's office by the centre to strangulate state govt.

Honourable supreme court has iterated multiple times that governor should not dare cross the constitutional boundaries on pretext of working as agent. Therefor it is demanding of Governor to act non partisan to keep the flame of federalism burning and respect the constitutional duties towards the people of that State.
