You explain really well..your words are clear to understand it's really helpful to me as I was facing problems in current affairs as I was not aware of all the topics so was lagging behind in current affairs n scoring less from last 6 months so I was escaping from current though I know it's a vital part..if you please explain the IR and economics part in more detailed way thn it would be helpful to me as I am facing little problem in these n also with life n science topic all missile n all.. till now i watched 3 videos it's really good👌

Article 280 mandates the President to appoint a Finance Commission which has to recommend the President for devolution of funds to the state governments and henve it is an important institution to secure fiscal federalism and its recommendations have large impact on economic development of states and also the politics of the country.
The 15 FC has made following recommendations to the President:-
1. Devolution of 41% of funds from divisible pool.
2. A slight change in horizontal distribution patterns-
Income distance 45% from 50%.
area 15%
Population 15% from 17.5 %
Forest 10 %
Demographic performance 12.5 % from 10 %
Tax Efforts 2.5%
3. a grant of 60, 000 crores to panchayatsand 30, 000 crores to municipalities tied to performance in sanitation and drinking water provisions.
4.Advised to set up up National/State Disaster mitigation Fund.
5. Grant in aid for police reforms, nutrition etc.


Positive Points-
1. The recommendations have been largely in line with previous commissions and have more or less tried to bring about equitable distribution.
2. The concerns of Southern States regarding introduction of 2011 Census to the terms of reference, which could have reduced their share in devolved fund, have been taken into account and a reduction in weightage to population and an increase in weightage of demographic performance have been suggeste.
3. The vertical devolution has largely followed the principle of 14 FC of increased devolution to states which will ensure fiscal federalism and take the development process more near to people thus help in democratization of development process.
4. The introduction of new parameter of Tax Efforts would also help incentivize better economic and administrative governments thus create a incentive for better performance in future.
5. The tying of of Panchayat Grants to performance would incentivise better performer and would motivate the panchayats to perform better.
6. The grants for police modernisation are welcome as the police infra in states is not up to the mark and the increasing populations, economic disparities, policy decisions such as CAA and reduction in autonomy of J&K are all likely to increase internal security threats and hence a robust and technologically advanced police force is needed to deal with challenges which is possible by central help.


Apprehensions:-\


1. Even after changes in weightage to population, the southern states have received the biggest cut, this could disincentivise higher economic development and population growth and the transfer of material resources from states which already have strong linguistic identities could result in fueling of separatist tendencies thus posing a threat to unity and integrity of India.
2. The parameters shall also include the contribution that the state makes to the divisible pool so that the states don't feel that centre is causing a drain of wealth from the regions which will give rise to separatist tendencies.


Thus it can be said that overall the recommendations of 15 FC are sound and in accordance with the basic concept of federalism. The larger devolution to states in form untied funds would make development process more democratic. The distribution of taxes amongst states also overall is sound but a proactive approach with southern states is required so that their concerns are addressed and separatist tendencies are not allowed to evolve.
