1) Discuss the importance of surveillance to detect and respond to a pandemic.

Answer: Successful containment or control of a pandemic relies on early recognition of sustained human-to-human transmission which requires a system for outbreak detection, rapid data collection, analysis, assessment and timely reporting. Early detection of the start of a pandemic is crucial to rapidly implement measures to stop the pandemic at its source and to prevent millions of deaths, social disruption and economic loss. Mass prophylaxis with antiviral drugs, movement restriction, social distancing, and vaccination may contain an emerging pandemic.

The goal of rapid containment is to delay, if not stop the pandemic. This will provide additional time for countries to implement public health actions, produce and distribute pandemic vaccines, and allow mobilization of international resources.

As part of national pandemic preparedness planning each country should prepare for enhanced surveillance to
(i) detect the emergence of the new disease,
(ii) Characterize the disease (epidemiology, clinical manifestations, severity) and
(iii) Monitor its evolution.

2) Private sector participation in passenger train operations is a good idea. Do you agree? Explain.

Answer: While Indian Railways deserves credit for serving the largest democracy, it has transformed into an inefficient and bureaucratic monolith over the years. Overstaffing, low quality of services, lack of punctuality, low profitability, and cross-subsidisation are some of the pain points that need urgent attention. A number of sanctioned railway projects suffer from implementation delays leading to cost escalation. Without an expansion, and with growth of road travel, the share of the Railways would steadily decline in coming years.

The expert panel chaired by Bibek Debroy and constituted by the Ministry of Railways, recommended liberalisation in order to allow entry of new operators to encourage growth and improve services.

Significance of the move:
• From a passenger perspective, this could mean more train services, particularly between big cities.
• Introduction of a new train travel experience for passengers who are used to travelling by aircraft and air-conditioned buses could help revive positive sentiment towards rail travel and help increase the revenues for the railways.
• The present move could help bring in new-generation trains and attract investments
• The move will allow the government to monetize its expensive fixed assets such as track, signalling and stations.
• Entry of private players will encourage greater competition and help lower costs.
• Government finances are strained and it is not possible to allocate huge sums of money each year to overcome losses. It is time the government prepared a blueprint for privatisation of the Indian Railways to save it from going the Air India way.

India has 4th largest rail network in work. Govt of India has complete monopoly over Indian railway .
Yes, Private sector participation is good as it add a new fuel to increase the efficiency and efficacy of passenger train in India. Liberaliastion in passenger train is good idea to meet the need of Indian railway.

Advantages of introducing private sector in passenger train.
• It increses the efficiency and efficacy of indian railway.
• Increses competition and bring modern technology in railway.
• Reduce government burden and generate revenue.
• Reduce railway constraints, congestion and traffic.

According to Bibek Deproy committee, regulated framework is required for private player as Indian railway is social sector which cater demand of public in very subsided manner.
For example : If fair is not regulated by govt, private sector immediately increase the travel cost which is not good for developing countries like India where rich are richer and poor are poorer with income divide.

Way forward:
• Structural reform is needed in Indian railway to mange congestion, traffic etc .
• Increaes efficiency of terminal with prvt player involvement at ground level also.
• Rationalise fare structure, subsidies and monetise asset to generate resources.

Collaboration with Private sector in regulated manner is needed to enhance our ease of doing business in Railway sector and bring Indian railway at top level ranking.

Q2)Privatisation in indian railway started in dec 2019 for passenger trains, and also increased the passenger pairs in jan 2020 because indian railway facing twin problems, they are infrastructure and economic viability of operation of passenger train. Indian railway used to cross subsidise the passenger train pair by its freight logistics benefits. At 1947, 80% of the freight transport was by railway now it is only 30%. And according to recent CAG report operation ratio of indain railway is 98.4%.
India has 4th largest rail length connectivity but still it is inaccessible to many places. India is developing, densely populated and urbanising country, that needs cheap and safe mode of transportation. So privatisation of passenger trains is essential step taken by government to improve the railway infrastructure and accessibility. As suggested by Bibek debroy committee and importance of liberalisation mentioned by economic survey. Main advantage of privatisations are efficiency, productivity and profitability.
Privatisation is also as some disadvantage such as, there may be chances of price rise, loss of govt jobs( that to for marginalised communities they get job through reservations)etc.

Government want to limit its function to monitoring and making law. Privatisation in passenger tarin is vailable measure of the government, But allocation of resources and facilities to private entity must be transparent and accountable. And government must monitor the private companies operatin and upgardation of facilities from time to time.
