How to fix 'Could not open a scratch file because the file is locked....' Error in Photoshop cs

ERROR -- "Could not open a scratch file because the file is locked, you do not have necessary access permissions, or another program is using the file. Use the 'Properties' command in the Windows Explorer to unlock the file."

Solution:

1 : hold Ctrl + Alt + Shift and Click the Photoshop
or
2 : Change the property - security of Temp Folder
